It seems that the default setting for blog pages on Blogger is to NOT allow comments.
As a few groups have used PAGES instead of POSTS to publish their blog entries, you will need to know how to turn the comment feature ON for your pages.

The instructions for this are:
- go to the 'EDIT' area for your page where
- you should see an option for 'SETTINGS'. Click in there, and then
- change the option to 'Reader comments: ALLOW'.
